Brunch anyone? Under an agreement reached among the state legislators and Gov. Andrew Cuomo, restaurants and taverns with on-premise liquor licenses will be able to start serving alcoholic beverages at 10:00 a.m. instead of noon. Outside New York City, they can also get up to 12 one-time permits to start serving at 8:00 a.m.. The law takes effect 60 days after the governor's signature.
